Low level plumbing for cgroups update

The day started with a demo session of control groups. Balbir Singh showed a demo of the control groups memory controller monitoring GUI.

We've had 7 to 8 patches sent to the mailing list.

Folks worked on 

* Better error reporting work for cgconfigparser and libcgroup - Ankita
* Fix the build system and moving it to automake - Ananth
* Better help messages - Sripathi
* Layer 2 plugin API - Dhaval, Arun and Kamalesh
* Migration of all tasks at once (per process) - Gowri

All these patches will be reviewed for inclusion into the appropriate project repositories.
